Getting ready for my move to California, I was reviewing old papers to recycle or pack. The binder for the first CIPL retreat was top of the pile. The document in the first divider is entitled “Contentious Issues That Business Needs To Resolve Before Legislative Reform May Take Place.” This document was dated July 2006.
